So... What's the right product for me?

Our program requires, for various reason, dot net 1, dot net 3, several kinds of hardware protection dongles and, of course, device drivers for the various machines we make.  So...  ThinApp doesn't look like the right product for me (dongles, drivers).  ACE looks like overkill (virtualizing the whole OS?).  Have any suggestions on what might be the best thing to try?
