HKCU\Control Panel\International\sShortDate - Regkey not being applied?

Hi, I'm in the process of trying to ThinApp a product called Rest. Rest needs a specific short date format which I'm trying to include in the package, see below:

isolation_writecopy HKEY_CURRENT_USER\Control Panel\International

  Value~sShortDate

  REG_SZ~dd/MM/yyyy#2300

I can see the key in the package, unfortunatly it dosen't seem to be read. When I run a regsnap and compare the changes this is the only key which is changed and the virtual package works when I change this key on the local machine.

Any help would be greatly appriecated!
