Excel 2007 and missing pro11.msi

I've successfully Thin-enabled Excel 2007.  It works perfectly on all but one of my test systems.  This system is Win XP Pro and like my other systems except that it has a local copy of Office 2003 and it has a local MSOCache folder.  When I start Excel, it prompts me for pro11.msi, which is not part of the package.  However, the default location for the pro11.msi points to the Office 2003 version in the local MSOCache folder.

If I cancel out of the dialog box, Office 2007 seems to work just fine.  However, I would obviously like to eliminate the dialog box.  Oddly, if I allow it to use the Office 2003 version of the file, it will do it, but only after displaying the Windows Installer "Preparing to install" dialog box several times, delaying the startup by about a minute each time the app is started.

Any ideas?  I can find no sign of the pro11.msi file anywhere on the packaging system.  Thanks.
