Application Sync does not work

Can anybody help me set up application Sync becouse my setup will not work?

I have created a website and copied the master .exe file up to it http://servername/path/name.exe

You can browse to it and open it up.

I have entered this into the Package.ini

I re built the project and copied the exe to the web server.

Then I made a change and re built

opened up program but nothing has been updated! Where have I gone wrong?
