File associations not being set

I'm having problems with many of my thinapps not setting the file associations properly.

 

My most easily reproducible one is for VLC media player. All the associations show up in the package.ini like this:

 

FileTypes=.3g2.3ga.3gp.3gp2.3gpp.669.a52.aac.ac3.adt.adts.aif.aifc.aiff.amr.amv.aob.ape.asf.asx.au.avi.b4s.bin.caf.cda.cue.divx.drc.dts.dv.f4v.flac.flv.gxf.ifo.it.m1v.m2t.m2ts.m2v.m3u.m3u8.m4a.m4p.m4v.mid.mka.mkv.mlp.mod.mov.mp1.mp2.mp2v.mp3.mp4.mp4v.mpa.mpc.mpe.mpeg.mpeg1.mpeg2.mpeg4.mpg.mpv2.mts.mtv.mxf.nsv.nuv.oga.ogg.ogm.ogv.ogx.oma.pls.qcp.ram.rec.rm.rmi.rmvb.s3m.sdp.snd.spx.tod.ts.tta.tts.vlc.vlt.vob.voc.vqf.vro.w64.wav.webm.wma.wmv.wsz.wv.xa.xm.xspf

 

But yet my users are still not getting the file associations made. Also the browser integration is not working. So double clicking on an avi file for doesn't do anything.

 

My users are not admin and I used scripts and thinreg with /q /r options to install. Using merged or writecopy isolation modes doesn't seem to matter and I have tried TA 4.7.2 and 4.7.3 with same results.
